Rolando Moreno
Vice President of EHS&R
Rolando Moreno serves as Vice President of Environmental, Health, Safety & Regulatory for Sentinel Midstream, bringing more than a decade of leadership experience supporting the development, construction, and operation of complex energy infrastructure. He provides executive leadership for the Company’s EHS&R programs, advancing Sentinel’s commitment to operational excellence, environmental stewardship, and regulatory integrity while supporting the safe and responsible development of nationally significant energy infrastructure.
Rolando has extensive experience leading EHS&R programs for pipeline systems, terminal facilities, and large-scale construction projects across the upstream, midstream, and downstream sectors. Throughout his career, he has developed and implemented enterprise-wide management systems that strengthen regulatory compliance, mitigate operational risk, enhance contractor performance, and foster a culture where safety and environmental stewardship are integral to project execution. His expertise includes environmental permitting, PHMSA, OSHA, EPA, and DOT compliance, emergency preparedness, regulatory engagement, and construction safety management.
Before joining Sentinel Midstream, Rolando held leadership roles with Daylight Petroleum, Flatrock Engineering & Environmental, and Texas Oilfield Fabrication and Pipeline, where he directed EHS&R programs supporting pipeline operations, storage terminals, and major capital construction projects throughout the Gulf Coast region. His experience working with operating companies, engineering firms, contractors, and regulatory agencies provides a well-rounded perspective that supports successful project delivery from development through operations.
Rolando earned a Master of Business Administration from the University of Texas at Arlington and a Bachelor of Science from Texas A&M University. He is a Certified Safety Professional (CSP), reflecting his commitment to professional excellence and leadership in EHS&R management.
